Nepali people are sovereign.So they must be authorised to nominate their govt.According to constitution Nepal has Multiparty-Parliamentary system.Under this system, Political parties represent the people,so,none other including the king has right to claim.if people are unhappy they will decide over the fate of the leaders.Till new parliament is formed old has the legacy.This is universally accepted practice.Those who are not under people's scrutiny does not have any moral or political right to rule.
